I'm going with mouse nest on this one. As for where it came from- no clue. But maybe your title has double meaning? Inside of a puzzle box?

It looks to me like the stuff you clean off of the rotating brush on the vacuum.
My guess was the same as Katie's. If she's right I want half the cookies.
